Download this file first, this is the Emulator needed for all the game boy advance games to run, simply extract Visual Boy into a folder on your computer.

This Site has most if not all the gba games you could ever ask for....try not to download any games with JAP included in title as this is japanese version, lookf for USA of EUR, these are the files you want.
Once you have both the emulator and the rom, extract the game into same folder as you extracted Visual Boy....from there just drag the game over the emulator and let go , BOOM! Game should start.
